Local Agenda 21 / Action 21 Local Agenda 21/Action 21 (an agenda for the 21st century) was an important agreement reached at the united nations global conference on environment and development in Rio de Janeiro in 1992. This milestone agreement acknowledged that environmental care is most effective at a local level and that individuals and communities must be supported in caring for the environment. It recognised that all sectors share responsibility for the environment and opportunities must be developed for them to work in co-operation and agreement and that this can be achieved by partnership of all stake holders, sharing ideas, information and resources, consultation and joint action. The principles of Local Agenda 21 are recognised by the Irish Government in environmental policy making.
In November 1999 The Government commenced the process of developing Local Agenda 21 through the local authorities; the new structures established to implement Local Agenda 21 are the City and County Development Boards which exist in each city and county in Ireland.
In October 2001 Minister for the Environment, Mr Noel Dempsey TD., launched the government’s Local Agenda 21 guidelines. See: www.enfo.ie

Local Agenda 21 becomes Local Action 21 At the Johnannesburg ’02 World Summit On Sustainable Development (Wssd), a 4 day Local Government Conference was held by ICLEI (the International Council for Local Environmental Initiatives) an organisation representing an international network of local government representatives. CEF. delegate, J. Hodgson attended this conference. At this conference ICLEI launched: Local Agenda / Action 21 from Agenda to Action Implementation Framework for the post Johannesburg decade of Local Agenda 21 Local Action 21 and the Johannesburg Call: a motto, a mandate and a movement. What is Local Action 21?
Local Action 21 was launched at the 2002 Un World Summit On Sustainable
Development Local Government Session as a motto for the second decade of
local agenda 21.
Local Action 21 is a mandate to local authorities worldwide to move from
agenda to action and ensure an accelerated implementation of sustainable
development.
Local Action 21 strengthens the local agenda 21 movement of local
governments to create sustainable communities and cities while
protecting global common goods.

Implementation Framework for the post Johannesburg decade of Local
Agenda 21
Ten years after the 1992 Rio Earth Summit, implementation of Agenda 21,
the Rio Conventions, and the Habitat Agenda is proceeding so slowly that
the horrors of global poverty and environmental disruption are becoming
ever more overwhelming. We demand, therefore, a profound shift in the
current development model to one based on true equity and deep reverence
for the processes of nature. we commit ourselves to the earth charter
and the Melbourne principles, and assert the following.
- local governments implementing sustainable development are determined
to enter a decade of accelerated, effective action to create sustainable
communities and protect the global common goods.
- local governments will work to ensure viable local economies, just and
peaceful communities, eco-efficient cities, and secure and resilient
communities able to respond to the change, while ensuring safe and
accessible water supplies and protecting our climate, soil, biodiversity
and human health.
- local governments call for local action 21 – the motto for accelerated
implementation of sustainable development in the decade following the
Johannesburg world summit.
- local governments call for local action 21 – a mandate given by the
world summit on sustainable development to local authorities worldwide
to engage in the implementation of local agendas and action plans.
- local governments call for local action 21 – a movement of cities,
towns, and counties and their associations towards action for
sustainability.
- local governments will reinforce their commitment to local agenda 21
and its implementation throughout the next decade of local action 21.
